Call for proposals: Transport and mobility projects to receive EUR 7 billion

EU member states and organisations can submit their proposals by 19 January 2022

On 16 September, the European Climate, Environment and Infrastructure Executive Agency (CINEA) launched a call for proposals under the Connecting Europe Facility (CEF) for Transport programme. This programme is a key EU funding instrument that invests in the development of sustainable, high performing and interconnected Trans-European transport networks.

With this call, the CEF Transport programme makes EUR 7 billion available for projects that target innovative, new, and improved European transport infrastructure. The projects under this call will help bring the European Union closer to achieving the European Green Deal goal of decreasing transport emissions by 90% by 2050.

Who is eligible for funding?

EU member states are welcome to submit applications for funding. Similarly, organisations and bodies established in a member state are also eligible to receive financing, with the agreement of the respective member state. The call will accept a variety of projects related to sustainable mobility and transport. More specifically, the EUR 7 billion will be split into three categories:

EUR 5.175 billion will be set aside to finance infrastructure projects on the Core and Comprehensive Trans-European Transport Network (TEN-T). This includes railways, inland waterways, maritime and inland ports, roads, rail-road terminals, multimodal logistic platforms and passenger hubs. Beyond this, smart and interoperable applications for transport, safe and secure mobility, and infrastructure resilience are also included.

EUR 1.575 billion will go towards financing a new Alternative Fuel Infrastructure Facility implemented on a rolling call basis until 2023. Therefore, these funds will be given for projects relating to electricity fast-charging and hydrogen refuelling infrastructure on TEN-T road networks.

EUR 330 million will also be set aside for the adaptation of the TEN-T to civilian-defence dual-use (Military Mobility envelope).

Important dates

Those who are interested in the call must submit their proposals before 19 January 2022 at 17:00 CET. Submissions must be placed via the Funding & Tenders Portal Electronic Submission System. The European Commission and CINEA will then assess the submissions alongside external experts.

They will share the results of their evaluations no later than 6 months following the submission deadline. Following this, grant agreements can be signed within 9 months.

Virtual information days will take place on 27 September for all of the call’s priorities – except for alternative fuels which will be discussed in October. The exact date of the second information day is yet to be announced.
