Les pays européens sont confrontés à une seconde et plus sévère vague du coronavirus, et la France n’en fait pas exception. Face à la détérioration de la situation, le Premier ministre a confirmé l'état d'urgence sanitaire à partir de minuit et un couvre-feu en Ile de France et dans huit métropoles.
Lors d'une conférence de presse tenue jeudi, Jean Castex a donné plus de détails sur ce que le président Macron avait déjà annoncé dans une interview télévisée la veille.
L'état d'urgence sanitaire en France commence officiellement le 17 octobre à minuit. Ainsi, le couvre-feu en Ile de France, Grenoble, Lille, Lyon, Aix Marseille, Saint-Etienne, Rouen, Montpellier et Toulouse commence à 21h le même jour et durera jusqu'à 6 heures du matin. Cela se passera tous les soirs en région parisienne et dans les huit métropoles pendant quatre semaines.
Comme l'explique Jean Castex, certaines mesures s'appliqueront donc à l'ensemble du territoire français :
Un couvre-feu supplémentaire s'applique aux métropoles mentionnées, car l'incidence des infections y dépasse les 250 pour 100 000 habitants. De plus, le nombre de personnes âgées infectées est également supérieur à 100 pour 100 000 habitants et les unités de soins intensifs sont pleines à plus de 30%.
En conséquence, pour les territoires où le couvre-feu est en place, il sera interdit de sortir entre 21h00 et 6h00 sauf pour des raisons de santé, raisons professionnelles, pour aider un proche en situation de dépendance, pour des raisons de transport et pour sortir son animal de compagnie.
Respectivement, tous les établissements commerciaux ouverts au public doivent également fermer à ce moment. L'amende pourrait aller de 135 euros aux impressionnants 3 750 euros en cas de récidive.
En dehors de cela, la situation varie pour chaque partie du pays, car la situation sanitaire va du vert à l'urgence sanitaire territoriale. Une carte interactive décrivant la situation dans chaque préfecture est disponible sur le site Internet du ministère de l'Intérieur.
