After over three years of negotiations and unexpected challenges, the new Cohesion policy 2021-2027 is finally here. On 24 June, the European Parliament adopted a legislative proposal for the current funding period, which amounts to EUR 373 billion. Thus, the new cohesion legislation – the EU strategy promoting balanced development of all Member States and regions - is ready to enter into force on 1 July.
The first attempts to shape the new cohesion policy for Europe were already made in May 2018, when the Commission presented a package of proposals for regulation, governing regional development and Cohesion policy beyond 2020. However, the coronavirus pandemic necessitated the amendment of the document to address the new challenges, similar to the new priorities stemming from the European Green Deal. This is more or less how we came to today when the two key European institutions have formally agreed on what cohesion policy should look like in the next seven years and have paved the way for its entry into force in July 2021.
The legislative package is worth 373 billion euros and regulates the European Regional Development Fund (ERDF, 226 billion), the Cohesion Fund (CF, 48 billion), the European Social Fund Plus (ESF+, 99.3 billion), the European Maritime, Fisheries and Aquaculture Fund, the Just Transition Fund (JTF, 19.2 billion), and financial rules for the Asylum, Migration and Integration Fund, the Border Management and Visa Instrument and the Internal Security Fund, the Interreg Regulation (8.1 billion).
Commissioner for Cohesion and Reforms, Elisa Ferreira, commented on the occasion: “Cohesion combines the strategy, the financial muscle and the method for Europe to recover in a fair and territorially balanced manner and orient regional economies towards future proof growth based on the twin digital and green transitions.
Cohesion policy remains the beating heart of European solidarity. The adoption of this set of legislation paves the way for the approval of programming documents and the effective take up of projects on the ground. Now we need to focus on implementation in a way that provides the best possible support to regional and local authorities, citizens and companies. A spirit of partnership was key in the design of this package; the partnership principle will be crucial for a successful implementation”.
