Georg Spartanski

Mayor of Pleven is Georg Leonidov Spartanski. He was born on 4 July 1963 in Lukovit, Lovech region. He studied at "L. Karavelov, "Unity" and "Lazar Stanev" schools in Pleven. He completed his secondary education in 1982 at the German Language School in Montana. In 1990 he graduated with a Master's Degree from the Faculty of Law of the Sofia University "St. Kliment Ohridski ". Since 1990 he has been a lawyer in the Pleven Law Association and has 25 years of practice in the field of criminal law.

For three consecutive mandates in the period 1999-2011 Spartanski was the chairman of the Pleven Municipal Council. He is a member of the Bulgarian delegation to the Congress of Local and Regional Authorities of the Council of Europe in Strasbourg. Between 2011 - 2015 he was a municipal councilor in Pleven. From 2008 to 2012 he chaired the Standing Committee on "Organization and interaction between municipal councils and municipal administrations" of the National Association of Municipalities in the Republic of Bulgaria.

He was awarded the title "COUNCILOR - REFORMATOR", by the National Association of Municipalities in the Republic of Bulgaria in 2010. The award is for an overall contribution to the promotion and development of local self-government in Bulgaria, and was given for the first time to a chairman of a municipal council.

Since 2016 he has been a deputy representative of the Bulgarian delegation to the European Committee of the Regions. Since 2016 he is also a deputy representative in the Council for decentralization of state management at the Ministry of Regional Development and Public Works of the Republic of Bulgaria. In 2015 he was elected mayor of Pleven. In 2019 Spartanski was re-elected mayor of Pleven. 

Spartanski speaks German and Russian, uses Spanish, English and Serbo-Croatian.

He is married and has three children - a  daughter and twin sons.
