He served as councilor of the Municipality of Ílhavo from 1990 to 1993, and later on as a mayor from 1998 to 2013, elected by the Social Democratic Party (in which he was Secretary General from October 2007 to June 2008). He was also President of the Association Oceano XXI (managing entity of the Cluster of Knowledge and Economy of the Sea).
Currently he is the mayor of Aveiro and the president of the Intermunicipal Council of the Inter-municipal community of the Region of Aveiro. He also serves as Vice-President of the Board of Directors of ANMP and Member of the Committee of the Regions of the European Union.
