È stato firmato il Dpcm del 28 marzo, presentato sabato sera in una conferenza stampa da Palazzo Chigi del Presidente del Consiglio, Giuseppe Conte. Il disagio sociale nel paese provocato dal coronavirus epidemia ha spinto il governo di trasferire ai Comuni italiani 4,7 miliardi di euro.
L’obiettivo primario è tamponare le situazioni di povertà create o aggravate dalla COVID-19. Il decreto provede buoni spesa e distribuzione a domicilio di generi di prima necessità per chi ha più bisogno.
“Non lasciamo nessuno da solo”, è la parola d’ordine usata sabato sera dal presidente del Consiglio Giuseppe Conte per annunciare le ultime misure. Il capo del governo ha anche assicurato che la cassa integrazione e il bonus da 600 euro destinati a sostenere il lavoro dipendente e autonomo saranno erogati entro il 15 aprile.
Con il Dpcm il governo anticipa agli 8 mila comuni italiani 4,3 miliardi di euro del Fondo di solidarietà comunale, che avrebbe dovuto erogare a maggio “per dare ossigeno immediato ai loro bilanci”. A questi si aggiungono 400 milioni dai fondi della Protezione civile.
A gestire il tutto sui territori saranno i sindaci che dovranno verificare le situazioni di maggior bisogno. I fondi sono subito attivi, anche se muovere la macchina organizzativa nelle attuali condizioni sarà impegnativo.
Ricordare le vittime del coronavirus
“Bandiere a mezz’asta e minuto di silenzio osservato da ogni sindaco davanti al municipio in tutti i Comuni italiani, martedì 31 marzo alle 12, in segno di lutto e di solidarietà. Per ricordare le vittime del coronavirus, per onorare il sacrificio e l’impegno degli operatori sanitari, per abbracciarci idealmente tutti, per essere di sostegno l’uno all’altro, come sappiamo fare noi sindaci”.
Il presidente dell’Anci (Associazione Nazionale Comuni Italiani) e sindaco di Bari, Antonio Decaro, ha rivolto questo invito attraverso una lettera inviata a tutti i sindaci italiani per unirsi alla iniziativa lanciata dal presidente della Provincia di Bergamo, Gianfranco Gafforelli.
