Il Comune di Santo Stefano di Sessanio in Abruzzo ha lanciato una straordinaria iniziativa per combattere lo spopolamento e la desertificazione delle aree interne. La città più vicina è L'Aquila, a 30 minuti di distanza, Roma è a circa due ore di distanza.
I residenti di Santo Stefano adesso sono solo 115, di questi 41 hanno oltre 65 anni e solo 13 residenti hanno un’età inferiore ai 20 anni. Perciò, Il Comune ritiene fondamentale dare un nuovo impulso demografico all’area, considerando che la situazione attuale non consente di disporre del capitale umano necessario per uno sviluppo sostenibile e duraturo del territorio.
A tal fine Santo Stefano ha avviato un progetto che mette in campo una azione volta ad attrarre nuovi residenti che possano essere avviati ad attività coerenti con gli obiettivi di sviluppo del Comune. Il progetto prevede la concessione di un contributo mensile a fondo perduto per 3 anni fino ad un massimo di 8000,00 euro all'anno, la messa a disposizione di un’abitazione ad un affitto simbolico e un contributo a fondo perduto, fino ad un massimo di 20.000,00 euro, una tantum per l’avvio dell’attività imprenditoriale.
Il bando è aperto per candidati con un'età giovane dai 18 ai 40 anni fino al 15 novembre 2020. Gli aspiranti devono essere residenti in Italia, inoltre, ma non nei dintorni di Santo Stefano, e provenire da Comuni con più di 2000 abitanti. Oppure cittadini della Ue o cittadini extra-Ue con permessi di soggiorno di lungo periodo a tempo indeterminato. La condizione della provenienza da una località che abbia almeno due migliaia di abitanti si spiega con la volontà di evitare di spopolare altri centri già in sofferenza.
