Le renouvellement des partenariats existants en Ile-de-France prend de l'importance
Île-de-France est en train de renouveler plusieurs partenariats avec pour objectif de lisser les heures de pointe. Cette pratique, qui existe depuis plusieurs années, a considérablement gagné en importance, compte tenu du déroulement de la pandémie de coronavirus et de la nécessité de garantir la distanciation sociale. Le dernier territoire à renouveler son partenariat est la Pleine Commune, un regroupement de 9 villes voisines de 435 000 habitants.
Après Paris La Défense et le Grand Paris Sud, Plaine Commune a à son tour renouvelé son engagement de décongestionner les transports et les routes sur son territoire aux heures de pointe. Dans le contexte d'urgence sanitaire, l'unité comprenant neuf communes (Aubervilliers, Épinay-sur-Seine, L'Île-Saint-Denis, La Courneuve, Pierrefitte-sur-Seine, Saint-Denis, Saint-Ouen-sur-Seine, Stains et Villetaneuse) a convenu le 17 septembre 2020, lors du premier COP climat régional, de réduire le nombre de voyageurs et de passagers de 10% aux moments critiques de la journée.
Plaine Commune s'associe à des acteurs clés - le RATP, la SNCF, Transilien, Île-de-France Mobilités, CCI 93 et environs quinze entreprises.
Les autorités régionales estiment que la moitié des salariés travaillant sur le territoire de Plaine Commune (environ 100 000 personnes) empruntent les transports en commun et 55 000 d'entre eux se croisent le matin aux heures de pointe.
Pour réduire ce nombre, les entreprises publiques et privées s'engagent à introduire divers changements dans leurs habitudes de travail, notamment le télétravail, le décalage horaire, le développement du vélo et du covoiturage pour les déplacements domicile-travail ou professionnels. De leur côté, les entreprises de transport les accompagneront, les soutiendront et évalueront le déroulement de l'action.
L'objectif est d'avoir 5 500 utilisateurs en moins dans le train, le métro et le tram chaque matin.
La Région participe depuis 2018 au lissage des heures de pointe des déplacements professionnels. Il dispose même d'un smart service où les franciliens, les entreprises et les autorités publiques peuvent obtenir des informations utiles sur la manière de réduire les heures de pointe.
