Tampere is a city in Pirkanmaa, southern Finland. It is the most populous inland city in the Nordic countries. Tampere has a population of 230,537 with the urban area holding 330,711 people and the metropolitan area, also known as the Tampere sub-region, holding 381,155 inhabitants in an area of 4,970 km2. Tampere is the second-largest urban area and third most-populous individual municipality in Finland, after the cities of Helsinki and Espoo. It's also the most populous Finnish city outside the Greater Helsinki area and a major urban, economic, and cultural hub for central Finland.

The Tampere region is creating innovative, digital and sustainable smart city solutions together with companies, research institutions, other municipalities and residents. Smart Tampere is the strategic development programme of the Finnish city for 2017-2021. The aim is to build a sustainable and smart Tampere region in which housing, living and mobility are carbon neutral and in which services are user-oriented and they work digitally and flexible. The initiative also boosts Tampere as an internationally recognized hub of expertise, an attractive place for students, companies and new business initiatives.

The programme consists of 3 elements, whose implementation is led by the City of Tampere and the Tampere region economic development agency Business Tampere:

  1. Ecosystem Programme
  2. Digitalization Programme
  3. Sustainable Tampere 2030
