The City Council of Amurrio and EUDEL sign an agreement on governmental matters

The Municipality of Amurrio in Spain will implement the methodology of the European Seal of Excellence in Governance at local level, as means to improve the local democratic governance

A new measure, part of the Strategy for Innovation and good governance at the local level of the Council of Europe, will be implemented by the Spanish Municipality of Amurrio. The project will be led by the Association of Basque Municipalities (EUDEL).  In order to receive this recognition, a self-assessment process within the Municipality must be carried out. It includes 12 good governance principles such as: transparency, participation, ethical behavior, efficiency and effectiveness, sound financial management, innovation and attitude towards change, respect of human rights, cultural diversity and social cohesion, sustainability and long-term planning.

The process of attribution of the Seal occurs, first of all, by the use of specific tools developed by the Council of Europe. Three basic tools will be applied: a self-assessment questionnaire, a questionnaire addressed to politicians and another addressed to citizens. All of this with the objective of identifying the areas for improvement and assessing governance of the City of Amurrio as its practices in political management, both internal to the municipal organization, as well as in its external relations, especially with the citizens.
