L'obiettivo dell'accordo prevede una cooperazione ad ampio raggio per l'attuazione di progetti contro il cambiamento climatico
Il 3 luglio 2020, la città di Torino e la Banca europea per gli investimenti (BEI) hanno firmato un accordo quadro sul clima. L'obiettivo dell'accordo prevede una cooperazione ad ampio raggio nei prossimi tre anni per l'attuazione di progetti contro il cambiamento climatico.
In questo modo, la banca dell'Unione europea e la capitale del Piemonte hanno avviato una fase operativa basata su potenziali operazioni di finanziamento degli investimenti, assistenza tecnica per tali investimenti e cooperazione per un migliore utilizzo dei fondi strutturali dell'UE. In particolare, i settori strategici di collaborazione includeranno 4 aree chiave:
Una volta che i progetti sono stati identificati insieme e valutati positivamente, l'ampia collaborazione sarà applicata su due livelli:
Livello 1: la BEI opera come istituzione finanziatrice, con tutti i vantaggi in termini di durata e costi (bassi tassi di interesse) delle risorse che mette a disposizione dei beneficiari dei prestiti.
Livello 2: in un’ottica di complementarietà con i fondi strutturali europei, la BEI svolgerà un ruolo di consulenza tecnica e finanziaria per i progetti promossi dalla Città di Torino, anche attraverso l’implementazione e gestione degli strumenti finanziari.
La Banca europea collabora con l'Italia da oltre 60 anni. Ha finanziato collegamenti ferroviari ad alta velocità, scuole e università e vari progetti di rinnovamento urbano.
Questo è il primo accordo sul clima della BEI con una città italiana e il secondo in Europa. La Banca europea è impegnata ad allineare tutte le sue attività di finanziamento agli obiettivi climatici dell'accordo di Parigi.
