Dr. Frank Nopper

Dr. Frank Nopper (CDU) was unanimously elected Lord Mayor of Stuttgart by the City Council on 4 February 2021, as a result of the 29 November 2020 elections. His official inauguration was delayed due to objections to the election and the associated deadlines, which were finally rejected by Stuttgart Regional Court.

Education and career

Dr. Nopper was born on 25 May 1961 in Stuttgart. He studied law at the University of Tübingen and at the German University of Administrative Sciences in Speyerand. Nopper holds a doctorate degree with in financial constitutional law.

He gained experience as a trainee lawyer at the Stuttgart Regional Court. In addition, Nopper’s professional and political career includes:

  • 1994−2000: Head of the Law and Administration Department at the Stuttgart Trade Fair and Congress Company
  • 2000−2002: Managing Director of the Baden‐Württemberg State Guild Association of Carpenters, based in Stuttgart
  • 1994−2002: Lecturer in labour law, as well as commercial and corporate law, at Esslingen University – University of Applied Sciences
  • April 2002-February 2021: Lord Mayor of the large district town of Backnang, where he was re‐elected twice in 2010 and 2018).

He is married with two children.
