Lors d'une conférence de presse tenue jeudi 25 avril, Emmanuel Macron a exprimé sa volonté d'accorder de plus grandes responsabilités aux représentants locaux. Le Président de la France a souligné la nécessité d'un financement accru pour les actions locales. Les élus locaux, dans le cadre de France Urbaine, réclament depuis longtemps des mesures en ce sens et ont donc bien apprécié la nouvelle. Dans un communiqué de presse, l'organisation a annoncé que les maires étaient absolument prêts à assumer cette responsabilité accrue, notamment dans les domaines du logement, des transports et de la transition écologique, et l'attendait depuis longtemps.
Reçus par le Président de la République au début de ce mois, les membres de France Urbaine ont présenté plusieurs suggestions concrètes. Leur président, Jean-Luc Modenc, maire de Toulouse et président de Toulouse Métropole, a déclaré que les autorités locales étaient les plus qualifiées pour mettre en œuvre les mesures nécessaires, à condition qu’ils disposaient des ressources nécessaires. Par ailleurs, France Urbaine demande une autonomie accrue en matière de finances, après la suppression de la taxe d'habitation, qui aura un effet négatif sur les budgets des organismes locaux. Pour leur part, il est grand temps que le gouvernement entreprenne le projet majeur de décentralisation, parallèlement à la déconcentration. Le premier fait référence à la concession de plus de responsabilités du gouvernement central aux autorités locales, tandis que le dernier - à plus de proximité et d'autonomie locale pour les services de l'Etat.
